I figured I might as well post the file that I use to disconnect all users.  Just note that it does disconnect ALL open resources on the server.  If the file gets filtered or anyone is uncomfortable opening any attachments, here is the (only) command that it contains:
 
for /f "skip=4 tokens=1" %%a in ('net files') do net files %%a /close
 
The above command must be run from a batch file.  I do not think that it works the same if input at a command prompt.  I have not noticed any conflicts with other apps, I just make sure that it is run before any backups are scheduled.

If you're running NT I found a command that can be run from a batch file that closes all open resources on a server.  If you would like it, email me and I will send you a link to the MS support page.  It ain't pretty, but neither is a database that is not properly maintained because some user forgot to log out.  I am running it now, set to "drop" everyone at a specified time each night, do a complete OUTPUT/INPUT (which corrects more errors than a RELOAD) and backup the files, among some other required tasks.  As long as you can make sure that there are no processes running, it works well.
 
Forget about trying to ask politely or trying to keep track of users in a table.  You'll drive yourself crazy.
