Jim, you don't have to be manual, but you do need to code it:

SET VAR vTempDir TEXT = (ENVVAL('TEMP'))
IF vTempDir IS NOT NULL THEN
  SET SCRATCH &vTempDir
ELSE
  SET SCRATCH ON
ENDIF
