I would create an expression to increment check numbers by 1. 

Example:

01. Launch The Glorious R:BASE 2000 (ver 6.5++) for Windows

    At the mighty R> prompt:

02. CONNECT DBName

03. SET VAR vCheckNumb INTEGER = 0

04. REPORT ReportName (to Launch Report Designer)

    Click on Variables > Edit

    vCheckNumb = (.vCheckNumb +1)

    Click on Add

    (By default that should be defined for Detail Section)

05. Locate vCheckNumb variable accordingly

06. Save Report

07. In a command file or at the R> prompt:

    CLEAR ALL VAR
    SET VAR vCheckNumb INTEGER = 0
    SELECT (MAX(CheckNumb)) INTO vCheckNumb INDIC IvCheckNumb +
    FROM Tablename
    PRINT ReportName WHERE ... ORDER BY ...

    or

    OUTP PRINTER
    PRINT ReportName WHERE ... ORDER BY ...
    OUTP SCREEN
