If your need is not too urgent, I believe that the demonstration of RB7
technology at the last R:Base conference included a browser component that
is usable on R:Base forms.  This would let you create an R:Base form with an
edit box for the user to type in the desired address, an EEP on the field to
allow you to check for existence of the URL in the database, and a browser
to actually show the site browsed to.  In effect, you would be writing your
own internet browser (using the IE ActiveX control installed on all Windows
computers) but allowing you EEP level access to code.

To do what you want now, you would in effect have to write an R:Base aware
proxy server to run on the local machine.  This is not rocket science, but
it's not trivial either.
