If you have a single user version of Oterro, you will not be able to connect 
to the database through Oterro while the Tango server is running.  Try 
stopping the Tango Service on the Web Server and then attach to the datasource 
from the Editor.

I suspect that you have a multi user version of Oterro, but your oterro.cfg 
files do not match.  Check your cfg files.  Again, try stopping the Tango 
Service and then connecting with the editor.

You should scan your machines for the oterro.cfg files.  Make sure you only 
have one copy of it and put it in the Windows/winnt directory.  That way you 
know where it is, and you know that Oterro is using the one you expect it to 
use.  If Oterro does not find an oterro.cfg file when it starts up, it will 
make one, and Murphy's law states that it won't have the settings you need.
