If you have a Tango server running or have access to one, it is very simple to
write a Tango app that could send an e-mail with an attachment. You would
just do a zip command start or launch ieexplorer w/ some url to the Tango app
and your paramaters.

zip command /start ieexplorer.exe
http://www.mydomain.com/tango_mail?[EMAIL PROTECTED]&"the subject
here"&"the message here"&myfile.jpg

Is all you are doing is calling a url and feeding it the parameters you need.
On the Tango side, the code is trivial.
