Does your week always start on the same day?  If so then you can wind up
with a year falling into 54 actual weeks.  I have a routine which calculates
the fiscal week of the year based on a Monday week start.  Corrects for leap
years, change of century, etc, etc.  A rule is imposed which causes Jan 1 to
always occur in week 1 of the current year so that some December dates are
included in week 1 whenever Jan 1 is not on a Monday.  Contact me privately
