Try the following:

GATEWAY EXPORT XLS4 filename.xls SELECT * FROM tablename

Using The Glorious R:BASE 2000 (ver 6.5++), you can also 
use the UNLOAD AS CSV command.

Example 01:

OUTP FileName.CSV
UNLOAD DATA FOR TableName AS CSV
OUTP SCREEN

Example 02:

OUTP FileName.CSV
UNLOAD DATA FOR TableName USING collist AS CSV
OUTP SCREEN
