To elaborate on Mike's answer, yes you can. Oterro is the R:base ODBC connection to the database and Tango is an ODBC compliant front end web rapid application tool. With Tango, Oterro, and R:base, you can have users accessing the same database at the same time.
You have to use Tango and completly re-do all forms menus and reports in a web browser language like HTML. If you know HTML, essentially is what Tango does is give you the ability to pull data from your ODBC data source and feed it into your HTML application.
