designer - strange behavior 6.5++ win (w/o patch 1)

When entering R:base, If I bring up a menu without connecting, the designer comes up, not my menu. If I connect (the first thing) then disconnect the menu shows up.   Why do I have to connect in order to get my CHOOSE menu. My object is not to connect the database until the user decides to do something.
