That was my first thought too but after looking it up on RSyntax my
understanding is that the row with the NOTE is moved and repadded at update
time, not at reload.  If R:Base refigures the padding at reload, it's not
clear from the docs.  Still, I have to go with your opinion.

One thing I never noticed about the NOTE_PAD setting is that the percentage
is not of the current NOTE field length, but rather of the total row length.
That means two things:

1. If the row is wide the amount of space added could be quite large.

2. If you change the length of the row (by adding fields) and the note
padding is _not_ refigured during the ALTER TABLE command but is refigured
during the reload, you could actually see a padding increase even if you
haven't changed any of the note values (since the previous padding would now
be less than 10% of the row length).
