That was it.  One of the header section variables was evaluating in detail, not header.

Dave,

01. Make sure that the object is placed in appropriate
section of the report.

02. Check the variable (if any) for correct section in
List Expressions ...

03. Variable(s) placed in any section MUST match correct
section for proper evaluation.
