If you rename the file to a .TXT extension
then open it Execel will give you the option to set the importing rules.
you can then change the first column to a text input by right clicking on
the column header

I've got Sami's email on how to output an excel file with a headings row,
but my first column is a budget number, 04123, which Excel imports and
makes a general number of:  4123.

The leading zero is significant. Any way to make Excel import it as text?

In the CSV file, that field has the quotes:
"04123","nextfield","more",etc.
