QUICK suggestions.

Check the OTERRO.CFG vs the RBASE.CFG and make sure all the
settings are the same. If I remember right there should be
an Oterro.cfg in the same dir as where the applications is
calling it from. I might get some time to give you a more 
in depth responce later.
