You are not crazy, I ran into the same thing a submitted as a bug to RBTI
under the tag of 1965. 
They said it was not a bug and that this is a way it is designed and basically
they are not going to fix it. To me this is still a bug because the button 
which is an object that is associated with a certain set of objects ( the 
region and second table) works differently whether you place on a Enter form
vs. an Edit form. I submitted an example to the RDCC and got this to duplicate
in Concomp. Razzak went to great efforts, as always, to explain a few things 
that I was doing wrong as far as PK/FK and data relationships, but I like you
still think this should work only with the related table. 

Maybe some real guru's can chime in here and test this out..
If you have a two table form and you create a region for the second table and
then place the (predefined) add row button associated with the second table to
and form designed to edit the data then when pressed it will add a row the the
second/tiered table. If you do the same for a form that is designed for
entering data and press the (predefined & associated with second table) button
it will add the whole record being the row for the first table to it's table,
the row if any to the second table and present you with a new a blank form for
entering a complete new record.

I thing RBTI could get around this by adding one more button to the set of
predfined buttons that would only act upon tables that it is associated with
and call it maybe ADD ROW (sub-table) or ADD ROW (assoc. table)

Still bugged by all this
