Sorry this is sooo late, I've had trouble getting mail from the list.  
fwiw, I've been trying to move most of my integrity checks to code 
rather than leaving them in the DB as rules.  In my case it's just 
easier to maintain customer systems, but would serve as a work-a-
round for what you're experiencing.
