I usually use 4.0 format. It works better.

Has anyone seen this before or know how to deal with it?

I exported data in Excel ver. 5.0 format.  It produced the file okay with
no error messages.  However, when I try to open it in Excel, I get the
message that it is a locked file and was locked by me.  The file sits on my
hard drive and cannot be deleted with any utility I own.

This is a standalone machine running the latest version of RBW6.5++ (1.851
RT03).
