Bernie, Tell your DOS customers that they should get BOTH the newest DOS and the newest Windows versions. Then they can compatibly and smoothly cross over, as fast or as slowly as they want.
Every desktop can have a R:Base for Windows and a DOS R:Base icon. The users can run the old DOS as long as they want. But you should do _everything_ _new_ they ask for the Windows version. After they've seen your good work in Windows, the must nicer reports, the friendly dialog boxes, the much nicer and more functional screens, etc, they will start begging you to move more and more of the old stuff to Windows.
