Steve,

This is a recent innovation.  I have seen this several times now.

In your form you will find a variable that sometimes is undeclared or a 
column in a variable that does not exist.  Check out all lookups, combos 
and pop-up menus.

What appears to happen is that R:base tries to launch the form but 
can't  but thinks it has hence the  "The designer cannot be run when a form 
is running." message.  No error messages are displayed either when this 
happens.
