Kristie,
Have you considered creating a view to print you report.
The view would contain data repeated three times. You would
then use this to format a three part report.

for example:
CREATE VIEW viewname (col1a, ..., col?a, col1b, ..., col?b,
col1c, ..., col?c) AS SELECT +
LAST_NAME, ... ZIP_CODE, LAST_NAME, ... ZIP_CODE, LAST_NAME,
... ZIP_CODE FROM tablename
