Awhile back, someone encountered problems installing StarDesignor on a Large Hardrive. When this program was written, a "Large" drive was a couple gig. I have determined that an installation of StarDesignor makes no meaningful changes to the registry and doesn't copy anything to the System32 folder. It runs from the installation folder therefore you can simply copy a working installation to another drive and it will work. I have also posted a diskimage (a fully installed version) zip file on my website that you can simply download to a directory of your choice. You will have to manually create your own shortcut to the executible (don't forget to set the "Start In:" value to the directory where you copied it. I have removed the password protection from both the StarDesignor files.
