To all who tried to help.
I have now determined that I have found a slight bug. It is the name of the 
file I am running causes the trouble.  I have reported it to RDCC, and am 
confident that they can squash this little insect.

You can easily prove this.
At the R>   Launch ftptest.bat

It will not try to run the bat file, but the ftp part of the filename will 
cause rbase to actually launch your browser.
It doesn't matter if that file exists or not.  I created a test.bat that 
just contains the dir command.  Launch test.bat works perfectly.... rename 
that same file to ftptest.bat and it will not.

Thanks for all the help and suggestions. It is now in the hands of the 
dream team.
