Now we are getting somewhere.  C:\ is not in my path either.  When I tried
ftpstart.bat, which is located in C:\, 2000 found it and executed it.  When
I tried ftptest.bat, a nonexistant file, then IE came up displaying the
address: ftp://ftptest.bat/  and displayed the message: 

"Windows cannot access this folder.  Make sure you typed the file name
correctly and that you have permission to access the folder.  

Details: 
The server name or address could not be resolved."

So it looks like Windows is outsmarting itself.  When RUNning or LAUNCHing a
batch file starting with the letters ftp that can't be found, Windows
assumes it is an ftp command and opens IE to process it.  Wonderful.
