We have found when an attempt to run a file named either ftpstart.bat or
ftpstart.cmd is made:

A) from Start | Run
B) from LAUNCH within R:Base

and that file is not on the defined path and path/filename is not used as
part of the command:

Then MSIE is launched in ftp mode.  

In fact I just tested this with a file named ftphack.xxx and Win 2K launched
MSIE in ftp mode looking for the address ftp//ftphack.xxx/.  I replicated
this on a Win ME machine since they had so far been left out of the discussion.

Looks like a Windows wierdness to me.  This has been found to be true in
W98, W98SE, WME, W2K, and WXP.  As RBTI originally said: "It is a Microsoft
problem."

What is interesting is that cmd.exe and command.com returned the following
error message when tested with a the non-existant ftpstart.cmd:

"'ftpstart.cmd' is not recognized as an internal or external command,
operable program or batch file."
