�SET QUALCOLS 10� is the statement, which lock a physical page, not a row. 
In fact, information travel forward and back by pages and it is possible the 
LAN HARDWARE to cause the problem if you have �SET QUALCOLS 2�! SET QUALCOLS 
10 will slow down the database performance in multi-user mode about 3 times.

You should use explicit cursor � DECLARE CURSOR � for critical transactions 
for INSERT, UPDATE, and DELETE. Using an explicit cursor, you can trap 
errors, make transaction log file, log error file, and analyze problems.

Move the crucial business logic and data validation into store procedures. 
That will execute them on the server.
