Is it absolutely necessary to use the "Set Multi Off / Set Multi On" when reloading a database?
I have never used the "Set Multi Off / Set Multi On" commands when reloading my databases.

Simply to guarantee the routines, especially when you are working in a Multi-User
environment. You need to make that database unavailable to anyone else on the
network while you have the control!
If you are working in a single user environment, then, it may not be necessary.
Meanwhile, having the universal command/routine to take care of both environments
will never get you in any trouble.
