I was referring to the "old" DOS version, 4.5++ (and before) which is the last one I used and used the server.sys (server5.sys?) file that was normally stored in a separate directory (in the path) and kept track of the number of users to the maximum allowed by the user packs(license). Many times I used the RBADMIN utility to log out inactive users to allow other to login. I am not familiar with the server6.rbg as the next version of DOS I used is 6.5, which did away with this system of keeping track of users all together.

The counts being too high when people's R:Base sessions were closed abnormally still occurs in versions that no longer have a server6.rbg file. In the old days and in the current versions, when the last user disconnects, R:Base will set the count back to zero.
