Brad,

You cannot DROP any SYS_ table(s). But, you CAN delete the rows 
from SYS_FORMS, SYS_REPORTS, SYS_LABELS, SYS_FORMS2, SYS_REPORTS2, 
SYS_LABELS2, SYS_FORMS3, SYS_REPORTS3, SYS_LABELS3 and SYS_MERGE 
tables.

Before uploading the forms, reports or labels system table(s), 
you can use DELETE ROWS FROM SYS_tablename accordingly.
