Depends on your application and how much volume you expect.
Get a box to run Win 2000 professional server which comes w/ IIS 5.  Install 
R:tango on that and you will be off to the races.  The higher you expect 
your volume to be the bigger the server needs to be.  If you are just 
starting out, you probably don't need a huge server.  You should be able to 
get something sufficient for the $3,000 range.  Once you get your 
application written and people are using it heavily, then it is easy to 
justify spending more on a server.
