USER.EXE is part of the operating system and is either being called by the
operating system or by an application that needs to do something with the
screen, keyboard, or mouse.  This probably happens hundreds of thousands of
times during a typical day of using Windows.  All applications that display
anything on the screen or accept keyboard or mouse input are calling into
USER.EXE.

You don't see it listed as a task because it is really a DLL (never mind the
EXE in the file name, EXEs can also be DLLs) and so it is running in the
process space of some other system process or application.

If you only ever see the problem on one PC, then it is possible that some
hardware problem on the PC is causing the error.  Otherwise, it is probably
a bug deep down in one of the applications that is running when you see the
error.
