You do not have a ret col listed. Try this

CHOOSE vprogram FROM #VALUES FOR ProgramLookup, ProgramLookup FROM
Program_Lookup +
       AT CENTER CENTER CHKBOX 10 TITLE 'Housing Programs' +
       CAPTION 'Choose Program' LINES 10 FORMATTED

I am having trouble understanding and using the CHKBOX n function.
I have a table with 10 entries that I want the user to be able to pick one
or all ten.
No matter what I do I can not get more than one.
This is the code I am using.
SET VAR vprogram text = null
LABEL CHOOSEPROG
CHOOSE vprogram FROM #VALUES FOR ProgramLookup FROM Program_Lookup +
       AT CENTER CENTER CHKBOX 10 TITLE 'Housing Programs' +

What am I missing?
