I can say I have done all of these things.  I have not tried this exact 
situation.

1. I know that the triggers work from Tango through Oterro.
2. I know I can read a 3rd party database connected via the 3rd party driver 
to an R:base database which is then accessed through Oterro from a Tango 
app.

I have not tried connecting an R:base database to an R:base database through 
Oterro, but I don't see any reason why it wouldn't work.  It should work the 
same as the 3rd party database does.

If I get a chance, I will try setting this up, but I am sure it will work.
