Bernie,

You can run an eep on leaving the field that formats what they typed 
and either plays it back into the same field, or uses RECALC. User 
types 123456789, the eep checks for all digits, the right number of 
digits, etc, and then uses sgets and redisplays as 123-45-6789. You 
may have to fiddle with the entry field being a variable, with an 
expression to set the column to the final value of the variable, and you 
will have to do considerable error trapping in your EEP so that it only 
reformats when it needs to.
