That's a bit different than what I found. If the Win installer wasn't current on your PC, then the install program said it would need to reboot your system, and did. If you said you didn't want to restart your system, then I recall it did hang up the PC. Maybe the Installer is partially installed and you need to start clean, i.e., uninstall and start over. Also, of course, close out everything else.
