podetail had another FK referencing the wrong table.  I don't understand how that could be because the col it was referencing does not exist in that table.  The ponum should have referenced the poheader table but instead it said it was referencing the Parts table.  I checked my macro that contains all the PK and FK commands and it was referencing poheader not parts. 
The alter command now works, but I didn't have to use the TO clause.  I wasn't changing the size, I just wanted to make it  not null.

Two possibities
 
If PartNo is an exist column, the correct syntax is:
 
ALTER TABLE PODETAIL ALTER PARTNO TO PARTNO TEXT 27
 
Or, "REFERENCED TABLE" implies that PODETAIL has a foreign key referencing another table.  WHen R:Base alters the table it may be checking all the other constraints, etc in the table and there may be a table you're removed that used to be the referenced PK.
