Mike,

I use either Microsofts Photo Editor or Roberts Rugelo's Image viewer.
I actually like Robert's viewer the best because it loads fast.

If you are using R:base for windows, you could just use the LAUNCH command 
and use whatever the default viewer is for the machine.
