Mike, I use either Microsofts Photo Editor or Roberts Rugelo's Image viewer. I actually like Robert's viewer the best because it loads fast. Here is a link to Robert's viewer: www.sosamon.com/rbase/viewer/viewer.zip
If you are using R:base for windows, you could just use the LAUNCH command and use whatever the default viewer is for the machine.
