Tom,
the server.rbg file is from version 6.1a and below.
If you have 6.5 or above there is no .rbg file to be concerned about.  If
you have older versions on your server or workstations, you would have an
rbg file that would limit the number of users.  So you should get rid of all
older versions.

Since you are experiencing the same problem that I have, and if anyone else
would chime in with success or failure, we would have a good case to go to
RDCC.  Though Razzak asked me to call RBTI tech support when next I am at
this customer's site, it might be a few days before I can get there.
