Same 2GB file size in 7.0, which is TWICE the size of OTHER databases, and you are not paying thousands of dollars per seat and the salary of a full-time DBA to manage your database. Average cost per seat in a multi-user R:BASE environment is less than $140.00 per seat. If you do go over 2GB, you can also use Oterro (ver 2.5 or 2.6) to join multiple databases using SCONNECT and SATTACH.
