Location: Australia I have a cross platform app. which reads and writes to a 
text file. Since the text files can be shared between users I want the encoding 
to be one standard. Since the program was originally developed for Windows I 
would prefer the text file for Mac and Linux to also be written and read in 
Windows ANSII.
The language reference says that encoding isn't a problem for files produced 
from within a RS program as it is automatically encoded in the machine default 
format. This is not what I want.

How do I force it to write the file in Windows ANSII.?
Do I need to specify encoding when the file is read on a non-Windows machine?
Is Windows ANSII the best choice of encodings (I need it to handle other 
language characters)?
