I have opened a project and have closed all windows, but the project is still 
open. How can I open again the project editor window?!

I have found no menu item or some other control to open again the window. I 
have to close and reopen the complete project each time this happens...

Is it a bug, or a feature? Or is the problem sitting in front of the monitor?

Location: Switzerland                I assume you talk about the Tabs...

I would use the "position" search field. type "(home)" and Enter. That maybe 
opens the Project Tab. If not, use the position field to search for a window 
for example. On Windows I then do a rightclick on that tab, and choose "Show in 
project". That helped for me...

If you closed all the windows then this project is closed.

If you're on OS X then you can just use the recent items menu to reopen it.
On Windows since it has no global menu bar you may need to click on the dock 
item (if it's present) to reopen it.
