Using RS 2011r4.3 on Win XP. If you create a new desktop app, add a Toolbar, add a push button or toggle button to the Toolbar, then add the Toolbar to a window. If you run the app, hold down the left mouse button on one of the Toolbar buttons and then right-click. The button(s) stop working along with the entire application. If someone confirms this issue, could you please submit it to the Feedback app? I can't since I don't have an active license right now.
