I am working on a proof of concept app for osX 10.8. I am trying to set the 
"Window Level" to a spot between the desktop wallpaper and the desktop icons. I 
have found the MB plugins that say it can be done, however, I am not trying to 
spend money on a proof of concept application. I am sure there is a way to do 
this without a plugin. 

Any help or advice will be much appreciated, thank you.

Never mind, finally found it here: viewtopic.php?f=7&t=41731 
Once I set the project target to OSX/CoCoa it worked.
