I'm planning a web application of epic proportions and we want as much of the code to be within our complete control. Creating a raw web server in RB for a single project is almost certainly overkill. Using RB to create low level CGIs to be used with, say, Apache takes you back to the 90's. There are reasons to choose WE over other web development tools (i.e. PHP; ASP.NET), and reasons to choose the other ones. It all depends on your project.
