I'm creating a "workpage"

It's a window where it has a listbox box populated with images (a canvas for 
each) which I can drag an drop onto a scrollable canvas.  I can then drag the 
images around to where I want them.
I can also do the same with textfields.  I can edit them and drag them 
around...  they become labels when I drag them around.  I can change the font 
and the textsize.

However, this is far as I got.

I included a layer listbox which is supposed to order the canvases and 
textboxes.  It doesn't work actually.  I tried to order the drawing of 
placement of the image canvases, but they really seem to have a mind of their 
own.  I know in visual basic there was z-order but I\m not sure how to get the 
order working.
Right now I can hide canvases and show them - but no way to consistently place 
one over another - including the same for textfields and labels.

Does anybody have any answers?
