I have found most of my users have 800x600. We have 75% low cost flat panel displays and this seems to be the resolution most users were comfortable with, so i design forms at this resolution. On most of my forms I disable the ability to maximize to full screen because then the form components stay the same and there is all this grey space and it looks.....well.... stupid. I agree with not cluttering up the forms with too many components - it confuses the casual users of the program and makes it more intimidating.

Since DPI in addition to resolution can make a difference.
I usually go for 96 DPI 800X600 form then use property commands to
change the form to 1020 X 688.
This lets the users using 120 DPI to see it clearly and those using 96
DPI get almost the full screen.

This is an interesting subject; clear to 6.5++ I developed forms for a
640x480 screen size. Now, all my full screen forms are developed for
1024x768 screen size, which I believe is the de-facto default for Windows.

You can change the form size easy enough, but it would be a nightmare to
change
the size of all controls on a form as well as the font size to make it
scale
up
or down. I just stick with 640 x 480 and don't make a form too busy
(If it
gets
crowded, probably need more forms or Tabbed Pages).
