Actually, I suppose it is by design that if in a scrolling region, the programmer would accidentally make both the background and the selected row the same color, then by default the highlighted row should be blue. No one would ever want them to be the same, would they? Yes, leave it to me, I found a reason to not show a highlight, because the rows are not editable, just displayed, and the choice is made in a field outside the region.
