Joel - You're not doing anything wrong - it's just the nature of the beast if the caption is longer than the message ... however, the DIALOG syntax assumes that you want to give the user one of two choices but it sounds like in your case you just want them to have to click the Exit button.
Try this instead: PAUSE 2 USING 'You are not authorized for this action!' CAPTION 'Whatever you tried to do...'
