I would be surprised if R:Base performed recursive
macro substitution on the FULL_WHERE variable.  Try:

SET VAR Full_Where = + 
  'WHERE Agency_Name CONT .whVal1 AND ID IN
   (SELECT ID FROM Contacts' & .WhereS + ''''

and then try it.
