The Windows Printer Setup Dialog box will come up with the exact caption as:

When I try the exact same command using my version of R:BASE 7.1, 7.5 and V-8 "Turbo", I see exactly what I would expect.
Using the additional parameter of CAPTION command for PRNSETUP, I'm able to run R:BASE My Way!
Oh wait ... did I mention that I'm using RBG7.1 (Pre-Release RC6)?
