Certain RBG7 SYS tables such as SYS_FORMS3, SYS_LABELS3, SYS_LAYOUTS3, SYS_MERGE and SYS_REPORTS3 are like other tables with the options to SELECT, INSERT, UPDATE and DELETE.
Do you want your users to mess with these system table(s)? I don't think so. So when you assign the OWENERship of the database, you must be responsible to GRANT/REVOKE the privileges to user(s) accordingly.
